Photo rotation problem

I have to assume this is a Windows 10 problem as it didn't happen in Windows 7.

Partner's Windows 7 ebay photo workflow.

-Insert iPhone and upload pics
-Rotate pics after upload in windows photo viewer (not saved, just rotated)
-Upload to eBay and they show the right way up

Windows 10 workflow.

-same
-same (after changing default pic viewer as Windows photos doesn't show the filename without an extra two clicks).
-same except they remain horizontal when rotated.

Saving the file (not an option anyway really) in Windows Photo Viewer doesn't help.
Rotating in irfan viewer doesnt help (unless you save and that's not an option).

At the moment she is rotating in eBay but the small thumbnails make this less easier than she would prefer and I don't like not knowing how to fix things!

Can anyone help?

Auto photo rotation depends on whether the orientation is recorded in the photo's Exif information. This is a camera-specific setting. I assume your camera does record the photo orientation (portrait / landscape) as you seem to have seen this behavior in Windows 7. What confuses me is I'm not aware that the photo software in Windows 7 even reads the orientation data...

I personally immediately install Faststone Image Viewer, this will handle anything you throw at it and works in my Windows 10 perfectly.
