Photo zooming software suggestions

Hi all,

I'm a complete noob to the photography & video section but you all appear very knowledgeable so thought I'd put this here (I did some googling first!).

A friend of mine who owns a small business is looking for a free/affordable software solution that would allow them to browse a large number of photos and allows you to select a sample area within the image (selection tool?) that automatically zooms in to the specified area.

Obviously you could argue that native windows OS image viewers can achieve this via use arrow keys and scroll wheel however they often use a laptop (without mouse) out and about and due to the number of images we're talking, it would be nice to find something that fits this description.

Years ago they used a software package called ACDSee which did everything they required however due to incompatibility issues, this is no longer suitable.

I'm able to achieve this in Photoshop however it's a bit overkill for their needs.
Any pointers?
