Photographers to lose automatic digital rights under new UK laws??

Hmmm, this has been killed off once. It isn't a good sign that they are still pushing it. Not that I can see anything I do being used commercially, but it'll be the end of my Flickr account if this goes through. I'll just set up a passworded gallery for family and friends use. You'll see a lot more obvious water marked stuff as well I'd imagine.
 
The way I see it is,the pros are probably covered,but everyone else is screwed. It looks like you will need to register your pictures with a "Digital Copyright Exchange" which will most likely cost the photographer money and moreover how many people who host pictures would even know of the changes in the law??

However,what about pictures hosted outside the UK?? The UK government cannot enforce UK laws on pictures hosted in the US for example?

The problem is there are enough pictures already hosted on the internet and probably copies rehosted illegally for non-commercial use too. So what happens to these?? If a company was being really sneaky they could quietly get someone to rehost international pictures on UK based sites, and claim they were doing nothing wrong by commercially using them in the UK.

One of the excuses for the policy(from what I gather),is it will help conservation work of photographs,but why should this be extended to commercial use??
