Photos not syncing between iOS devices, help?

Since updating to iOS 9, my iPad isn't syncing up the photo streams from the iPhone. Also, when I add a photo into iPhoto on the iMac, it doesn't upload to the photo stream either.

What settings do I need to tick to enable it? I've not touched anything but click update.

I'm having issues importing images with photos.

I'm getting com.apple.ImageCaptureCore error -9937

Strangely enough, some photos have been imported so the USB connection itself seems to be working. Not to mention that I was able to hook the iphone as a normal camera to a virtual machine.

My problems might also come from the fact that I used the "move from android" app that transferred my pictures and videos from my old Nexus 5 to the new iphone. Maybe this is causing incompatibilities.

Turns out I have too much data and over the 5G limit...paid 79p per month to get 50G now everything is syncing.
