I don't use photos app to back up to iCloud on any of devices, I don't like how it works so use another method. Same for the rest of my family. When reviewing my iCloud storage I noticed my iPad and my sons phone somehow has started synching to iCloud. So turned off the option and it's given me 30 days to download my photos. Looking at my library on the iPad and his phone how do I know if the ones showing there now are on the iPad or in the cloud? There's no symbol on any of the thumbnails. Can I presume they are all on the phone/iPad as there's a ton of free space on both anyway?
