Photoshop Blurry Help

We've scanned in a picture of my fiance's gran and grandad but the only picture we can find was a big group shot. I've tried using the blur tool in photoshop but it doesnt seem to have done anything. Not sure if its me being an idiot or not but would anyone be able to blur the background out of this picture? (unfortunately its grainy and this is the best we could get)

I prefer it as it was, and suspect blurring out granddad was going a bit far!

EDIT: He's back!

@OP - With an hour or two of work that photo will clean up reasonably well in Photoshop if you want to improve the quality a bit. Unfortunately I don't have the time spare at present but I'm sure someone on here would be able to assist if you wanted them too
