Photoshop CS3 on iMac

2.4gig model, with 4 giggles of memory up its bum.

I was working on a multi layered file last night, and zooming in and out with the scroll wheel I found it would 'hang' every now and then for about 5 seconds, then all of a sudden rush to catch up with itself. At first I thought it was the mightymouse wheel being a funny beggar, but I'm now using my Logitech.

Also, on the document info at the bottom, the efficiency keeps dropping to less than 100%.

Surely my machine should be powerful enough to handle such documents?

I have the memory allocation set to 100%, as 100% in Photoshop is actually 3 gig for some reason (I assume it can't use any more than this).
I've also just turned on 3D acceleration.

Thoughts?
 
I'm only on a macbook (albeit with 4gig of ram also), and most of the time photoshop performs great, even with illustrator and indesign open, other times it performs really laggy with the odd beach ball... can't really work it out i just reckon if you do a few (undetermined) certain things then cs3 kinda just switches to "crappy" mode - a restart always fixes it - i'm wondering if cs4 will be better...
