Photoshop history state setting

Hopefully a really quick answer, I can't find the answer online.

When you change the photoshop History states from it'd default 20 to a different number, is there anyway for it to remember that change?

When the machine gets shutdown it defaults back to 20 the next time it open. Is this normal or is there a way to change this for good?

Yes, it should remember your settings. I set mine around 100.
Ps is usually full of bugs, so don't be surprised when it F's up.

You might need to reset Ps, to get it working properly again.

To quote the info from the site:
If you have larger troubles, hold down Alt, Ctrl, and Shift keys (Mac: Command, Option, Shift) while starting up Photoshop. A dialog box will appear asking if you wish to delete the preferences/settings file.
