PHPBB Forum Problems?

I seem to have a few problems with my forums.

The quoting thing only seems to work with the admins. When normally users quote, the code shows up in front of the name/message etc but the actual quote box never appears.

I'm running the latest version.

Any ideas?

Erm, the URL thing dosen't work either. Where you link an image to a website.

BBCode/HTML is all turned on.
