Is anyone familiar with this forum software?

We've just installed it onto a portal of ours and trying to see if there's a way or a module that sends out a welcome message (via email) to new subscribers with a few rules and regulations.

Anyone know of how to do this, or if a module is possible?

I have looked on the BBPHP3 forum and can only see an option to send a PM when people first register.
 
If you want to send a one off email, I think there is something in the admin panel called 'mass email' or something like that. Just lets you email all the users?
