PIA VPN Speed issues

I have subscribed to PIA for 1 month to make sure it is fit for purpose, however I am seeing serious speed drops when it is switched on, regardless of destination:

NO VPN: 221.07Mbps

OPENVPN installed on desktop:
Oslo: 8.87Mbps
London: 26.6Mbps
New York: 10.17Mbps
Germany: 14.74Mbps
France: 21.65Mbps
(speedtest.net to their local testing-hubs).

At best thats nearly a 90% drop in speed.. I've read good things about PIA, so wasnt expecting the drop to be that much.

I am prepared to drop some speed, but not that much.. Are those of you using PIA seeing the same drops?

What time of day was this? I have noticied myself that in the evenings i am having issues similar to this. The London server seems to be getting a smashing.
 
I have PureVPN connected permanently through my router. The London served generally gives 25-30mb but I use split tunnelling so usenet downloads go out over the wan, not vpn (they're encrypted anyway). This saves using the vpn for lots of data and getting full speed when I need it.

I could use their Isle of Man pop but it would increase my latency. The London server has no affect on my pings.
