Pidgin and Chat...

Don't think so. There was quite a bit of talk about it supporting the google talk voice protocol, just before they changed the name from Gaim, but it never seemed to eventuate.
 
You can get skype for linux, so u can hav voice chat i think but no webcam

Kopete im pretty sure offers voice as well as cam - i would recommend giving kopete a try
