Yes and no. You can but its not exactly as simple as just putting them on different drives.
You have to do a hook that directs Steam to the other drive and location, don't remember the exact details but i think theres a program somewhere that does everything for you.
This is a handy looking shell extention that will let you create links between files and folders. You basically move the game folder and create a junction to where you moved the folder in the old location.
