So on my Surface if I opened up a YouTube app etc, if I wanted to play to my WiFi TV in Win 8.1 I would swipe in the charms bar, their would be a "play to " option with the TV listed, it would then stream the picture and sound to the TV. Any idea how I do that now in Windows 10?

Here are 2 ways to do it in Windows 10.
Open Action Center and click Connect, it will give you list of devices to play steaming to.
Right click on video files and you will see Cast to Device which replaced Play To option in Windows 8.1.

I do like this feature with my Samsung TV 
To send files (movies/audio) to wireless Tv's right click the file an pick "Cast to Device".
It might be the same for Youtube, sorry i can't try now as im not at home.
