Playing videos on TV, via Chromecast, using iPhone to select the video. Possible?

I've just bought a Chromecast thinking it would be an easy thing to do what I want:

PC is in bedroom.
TV is in living room.

I want to play a video saved on my PC on my TV, but select the video using my iPhone (or Android Tablet).

Is this possible? The only way I can seem to do it is cast the video from my PC but that means getting up from my couch...

Looking around, Plex seems to be the answer, is this accurate?

Plex will do that, I do it myself now and again but usually use the XB1 or Smart TV app.

You can then use the Plex app as a remote control.

Plex will do it but the Chromecast is quite limited on what video formats it supports so your pc may need to do a bit of work to get it to play (unless they've updated it since I had mine).

Try it first but if you find its using 100% cpu to transcode and its something you want to use regularly then buying something like a fire stick might be better (or if you have a console / smart tv look for plex apps, you can still cast to them).

But give it a go, the free version of plex will do it so nothing to lose.
