Playing with DNS forwards in Windows

Could someone help jog my memory:
I have a vague recolection of a text document in the system files that control the DNS lookups and by changing them you can forward web addresses to other sites. its how windows 127.0.0.1 is local host.

Hope that makes some sence, I really cant remember much else about it.
