so i want to upgrade my graphics in my pc from a 6990.

£750 is my budget for two GPU's, i did look at GTX 680 SLI, but i feel that the performance is not worth the extra compared to the setups i have posed above.

im looking for quiet, cool and fast cards.

i am also looking to upgrade my platform to 2011 socket soon

Bang on. Plus if you are gaming at 1400p or intend to you will be appreciative of the extra vram and bandwidth

Price/Performance definitely the 7950's, really good card stock but when overclocked they're absolute monsters.

If i was you i would go for the gigabyte wf3 uk rma for 3 years. and a good cooler

The Gigabytes should run a fair bit quieter. Probably a little cooler too.

Louder than the Gigabyte I'd imagine. Not as cool either.

My last 7950 was a Sapphire with the same Dual X cooler.
Not an awesome performer, but not terrible either. On the loud side at over 60%, which goes for most other cards too with a few exceptions.
