Please Check Privileges (WIndows 98) Help me?

Hi guys as title I am trying to install a software for Windows 98 but get the message.

"Please Check Privileges" then aborts the software. I logged back into Windows 98 as:

Username: Administrator

it still does same thing what am I doing wrong?
