My knowledge of motherboards is not good enough to allow me to figure out which is the better board.

My main concerns are processor, memory, graphics & M2 storage performance. I will be using 3x M2 cards. I have no use for wi-fi or thunderbolt

The deluxe actually has a heatsink, the other merely has a lump of metal that probably does very little.

Quick question on the CPU. One has 48 lane CPU & one has 44 lane. What does that mean?

May help explain, but for only gaming X299 is not exactly recommended. Unless there are great deals on it, it works out fine, but at the cost of power consumption and a few FPS.

It's for a Premier Pro editing machine. Not gaming.
