please help my computer not working

Hello I can boot my pc up and it will work, then when I reboot it, it sounds like the fans are constantly at max and it never boots up.

I normally see the dell logo then it boots but nope, nothing.
I have to unplug it for an hour ish and then it seems ok for one boot, then its back at it again.

when I'm on the pc it seems ok, what could be causing this issue
Please help me, is there anything i can do to find out what it is

Possibly a faulty PSU or it could be overheating.

I have a dell 3847 desktop pc, I changed the PSU when I upgraded my graphics card.
I put a Corsair CX430M modular in and a Asus GeForce GTX 750 ti 2gb
that was like 2 years ago and its been fine until now like.
