Your only interface is with Plusnet. You'll need to take it up with them and they'll need to take it up with Openreach.
In my experience, Openreach engineers don't go around inventing charges. More likely to be a mistake on their part than anything else. It's not like they're going to personally profit from it.
At least it isn't the full £130 charge (assuming that still is the rate?).
Thank you for taking the time to comment - you must've commented whilst I was editing the thread to show it was resolved! I did indeed discuss with Plusnet and they confirmed the error, so charged removed. All good!
