But you just said the rule hadn't changed, and only applies to places that also sell hardware? Steam have never sold hardware.

Simple solution to this 'competitor' problem in it's entirety:

Be cheaper than all your competitors with unparalleled levels of high service.

Then it wouldn't matter who mentioned where as anyone who was willing to pay higher prices for poorer service was clearly never going to shop here to start with
