All he needs is:

Cpu (2GHz?)
Case+Psu
Mobo- with onbord gfx, network and sound
1Gb ram or more
HD 250GB would be best.

Will be used for internet and stuff... :p

A friend built a very similar setup to this recently, using different RAM and HDD. It's a very nippy wee system and is practically inaudible even at load.I've specced a Venice 3000+ here because the difference between his 3000 and my 3200+ is barely noticeable until you start benchmarking games.

Edit: Obviously underbudget to give some leeway on the CPU speed. If your Dad's only going to be using it for 'net stuff and won't be gaming nor video encoding there's no real point in going faster than 3200+ :)
