Please spec a living room gaming PC?

Hi,

My work colleague is after a living room PC to replace his Xbox 360 mainly for Fall Out 4, he would like it to be small maybe MATX or ITX, cost wise it needs to be quite cheap but it needs to run games on a 1080P TV

He would like a smallish main SSD drive with a larger mechanical drive and for it to be quiet.

I've never built such a PC, I've only ever built full ATX builds hence the request for advice.
