Please spec me a PC/build

I'm pretty much out of touch with computing, hence the forum name, so I'll need help deciding what I should get for a PC as I only have a laptop and mouse.

I waited for Black Friday/Cyber Monday so that I'd hopefully get a great deal.

I bought Fallout4 and my laptop plays it at about 3fps with a controller feedback of about half a second.

I don't mind if it's pre-built or not as long as it doesn't cost more than £~20 extra.

Here are a few factors that will influence what I need in a PC:
  • Fallout 4/single player Steam games.
  • Streaming ~720p via browser
  • Reading
  • 20+ tabs open in google chrome
  • Left on for weeks at a time(w/sleep mode when not in use)
  • Pretty dusty environment

I also want a SSD and a(crappy?) secondary SSD in-case I delete sys32 or get a virus, so just enough to boot and play games from the normal HD. (3 total storage drives) (for the main OS SSD, I only really remember that they were a little bad with gaming and should just be used for the the OS, has that changed?)

I need an OS but OC's W10 is about 75/85 and I've read you can get it for ~25 or free if you rip w7 etc.

So could you guys spec me a PC that you guys would be personally satisfied with? Thank you.

Afterwards; could you recommend;
  • a monitor that would hold out to the factors in the bullet points and is easy to clean. I'm used to 17 inches so I probably want a ~24inch widescreen monitor that can get the upper-end of the spec'd computers graphics.
  • a good quality pair of headphones that wont have the wires break through poor handling/use
  • a keyboard. I don't know if I want a mechanical one unless it would outlast normal ones in daily use making it cost effective
  • I don't know if the builds/bundles come with wires/cords, so...
  • Cleaning/maintenance products for both computer and peripherals

I don't know what to say about budget. I have money but I don't want to pay too much for what is a glorified facebook machine that can play fallout 4 :P. I also want it to last at-least 3-4 years, so nothing terrible. Thank you for your time. I appreciate it.

Sorry about how disorganised the post is; I have a little memory problem and sadly it's not about the ram.
P.S: Should I buy a surge protected extension cord?

Without a budget we could post several builds so it'd really help to know your max budget and then your preference budget e.g.

1K max but would prefer around £800 etc? :)

Thanks for the reply. For the pc less than 1.5k would be great.
If I tried to choose myself, I'd end up spending for things I wouldn't need (choosing all the costly things in OC's component chooser :P ). The main use would be reading. watching mid-high quality videos and single player gaming.

For the peripherals, under 500.
