please spec system for me please

hello dont know what hardware i would need but i want a system that can encode files very well and fast and has a hdmi so i could use my pc on my 50" tv,case wise smaller the better, not for gaming what so ever just general use.
limit £500 to 600 but would need keyboard and mouse wireless if possible

lol i know but i havnt built a pc for about 3 years so if i spend good money on a highish spec it should last another 3, very fast tho which is nice to see
