Plex Server & Mini PC Build

So I'm looking to build a Plex & Storage server and a Mini PC which will connect to my TV to stream films from the server and have a BlueRay Drive for movies.

As Cheap as possible, under the £500 would be nice.

Requirements

Server
- Low power consumption (If possible)
- Lots of storage space / expandable

Mini PC
- Decent looking for Living room
- Blueray drive

Not what I'm looking for unfortunately.

I should have made it clearer, it will contain other stuff as well as being a plex server.
