The thermostatic valve on one of my radiators appears to have stuck open. On the other side I've got this:-

I tried turning it 90degrees (the brass stem on top) thinking it was a ball valve to stop the flow, but the radiator still hasn't cooled down so I assume that's not enough. Is that some sort of valve that I can close to turn the radiator off?
 
As above really, turn it clokwise until it stops, use the proper valve head to do this or a small adjustable spanner, not something with teeth!!

Just curious, how do you know the TRV pin is stuck open?

If your turning the TRV head down to frost setting or zero, and its not making the rad cool down, then make sure the TRV head is fully screwed on to the valve body, or to check the pin, remove the head and check it moves up and down by pressing it with something firm.

They normally have a little plastic tap on the top of them, perhaps grab one from another rad and use it to turn it off.
 
Right, that's it closed - I took the white top off thinking it was just a cover *oops*

Great, I'll check that out. I had just turned it to the off position but it was still heating up when the central heating came on.
 
Checked the pin and it's working fine, took the TRV off and looks like it's broken so I'll see if I can get a new one to replace it.
 
Make sure you turn the other valve pictured back to where it was, as they should be set to keep the radiators balanced.
