PNY 112% (280W) Blower 2080 Ti Overclock with Palit bios ( 124% (310W))

Unfortunately i didnt record benchmarks before i replaced the blower with a ARCTIC Accelero Xtreme IV
My blower in 3DMark was hitting temps of 80+ degrees. After adding the Accelero, it was hitting 64 degrees max.

Installed
  1. CPUID,
  2. GPUID,
  3. CPUID HWMonitor,
  4. MSI afterburner,
  5. thaiphoon - run that exported to
  6. DRAM calc, changed bios settings
  7. Prime95 for ages with no issues - CPU temps at 64
  8. memtest86 - run for 4 passes no errors all stable
  9. installed 3dmark (paid)
Result so far:

PNY bios
GPU oc'ed +170
GPU Mem +600
GPU temp maxed 64 degrees

The PNY bios only allows me to boost to 112% (280W) so this morning i flashed to a Palit bios (that was a bit butt-clenching but it worked) giving me the ability to boost to 124% (310W).

Palit bios
GPU oc'ed +200
GPU Mem +1000
GPU temp ~74 degrees

My trouble is, i think the VCPU is being throttled anyway. I think I'm not doing this right.
 
I thought that 100% is 300W?
100% is normal power level. if you run afterburner that's the default.
How are the Accelero coolers for noise?
Put it this way, my fan profile now says, >55 degrees set fans to 100% and it's very quiet. Also that temp i was seeing (74 degrees) was my old fan profile, where fan would only get to 60% until it hit 80 degrees (which it never did). Temps now max out at 64 degrees when the fan is 100% on Time Spy stress test.
