Point to Point broadband in Flat- Please help

So we moved into a flat recently and the Wifi Is shocking, not matter what ISP you choose you are limited to 11 Download and around 2 Upload. More than one device streaming will bottleneck all the others significantly. It is a small flat with Hollow walls so Im not concerned about the Walls blocking connectivity in any way.

I contacted Openreach to see if perhaps the issue was on their end, and after investigating this was their findings:
It looks as though this building has ethernet/Point to point broadband, which is sometimes referred to as business broadband. This is paid for privately, so we are unable to assist with queries regarding Ethernet network and services.

Whilst I vaguely understand the concept of it, could someone provide further detail into how this works in regards to a block of flats (For example- other flats in our block are also limited to these speeds, no matter what ISP you choose)

I work in IT so you can speak Nerd...I am just lost as to why this is used in a block of flats. It is important to know there is a fabric shop beneath the flats, I assume its to do with that

Is this something that we can change, It is unlikely our landlord will fork out money to change the Infrastructure of the block so am I stuck in a dead end?
 
Have you done a speed test via ethernet cable? Is the WiFi on 11mb because that's all the line will do?

I'm in 500mb FFTP and get 500 via ethernet or wifi 6
I have done test Via Ethernet and Via Wifi in every room in the flat (3 rooms)

The max I got, when no other Device was connected, was 17Mb Download and 5 Upload

But on average, with no more than 3 Devices on at any given time (Two phones and a console or TV) it is around 11 Mbps

As I said, our Block of flats is not using Fibre through to premise but rather Point to Point broadband
 
What actual equipment do you have in your flat. Socket, devices etc?

Also do you have a public ip if you go here - https://www.whatsmyip.org/

Kinda sounds like a single connection to the block shared among the flats?
At work currently so Cant provide the IP, there is one Openreach Socket in the household (This is what the router is going into)

In terms of Devices we have a few, but only 1 is on at any given time. So for example our TV, and our two Phones
 
What it sounds like to me as well, still confused how op expects us to tell him, why his landlord went down this route....
Once again I was not asking for help, I understood the basics of it, I was trying to find out if this was a more common thing, if it is something someone else had seen before and had a work around. I was not asking for a fix to an issue that evidently is not down to me to fix
 
This, is strange. Not a setup I've heard of. Point to point would normally just be to share property 1's net with property 2,or to create a Lan etc. Not to share net between separate private flats.
So do you not have a phone line?
Or any fttp options?
Is the ethernet port, the WiFi, or the broadband that is being limited to 10mbps?
Who's paying for it and why are they letting/forcing you to use it?
It's not a case of its say company 1's hardware and you have to sign up with them to get actual speeds and otherwise you just get a basic access?
I'm pretty sure you should be able to just ignore it and ask bt/virgin for a line to your property?

In regards to your Questions- The broadband is limited, our guaranteed speed is 17Mbps, and we have that on Rare occasions. No Mattere what ISP we use, we are Limited to them speeds

Furthermore Virgin, Sky wont offer us a broadband service when you go online to Search up your Postcode, presumably because of this Point to Point broadband

In my mind, My assumption is the Business below our block is using Point to Point and then it is being distributed amongst the block, or the Building has just been setup in such a way purely to save money on the Landlords's behalf? I am unsure exactly

Is it possible to contact Virgin directly and ask for a line? Is this not something that would have to be passed through our Letting agents/Landlord? (Alsoi there is no FTTP options)
 
So when we moved in- I went hunting around for the best Deal/Speeds with Multiple ISP's, but All of them were limited to them exact speeds

I contacted Openreach and they're the ones who stated it was using Point to Point Broadband- So I am not sure how the users in the flat are able to have different ISP's.

They may have been wrong, Thats what I am trying to work out too
