Pop up message advice needed

Hi all im trying to add a small pop up message in the corner of the screen desktop/mobile-tablet for my website.

www.lampspares.co.uk is the site.

Basiclly i want a tab to pop out from a corner that says something like stuck? more info here. When pressed to jump to a webpage in my website.

Im sure this is a half simple thing? i just cant find much info on net about this not too sure what it would be under js,ajax etc?

Hope someone can point me in the right direction.

yes thats what im after, is there an easy way to add this as a timer so after lets say 30seconds of being on site it will pop up?
