Is there anyway to get a program to change which port it uses to transmit data to the internet?

some programs give you the choice to choose in their options for connectivity

so there are no programs that can divert infomation to different ports?

You'll need to be more specific. If the server end is not listening on the port that you choose, then it won't accept the connection anyway.

Sounds to me like you are tying to bypass some network security/restrictions
