Portal 2 level editor Not appearing [Help]

Hi,
So I launched portal 2 today ready for the new level editor and I don't seem to have it. I've de-fragged portal 2 checked the integrity of the game cache and checked the DLC page and there is nothing. I don't get the new menu option in the game.

Although when I do verify the integrity of the game cache it always says 1 file missing then says it will try to download it but never does. :/

just getting started with this now, gotta be careful about a conflict with the portal 2 authoring tools though as maps may not build properly if it doesnt use the right compile program.
