Ports forwarded in router, windows blocking them?

Ive forwarded ports in the router.

In Utorrent when i click test port, it says the port is open. But if i change the port in utorrent and then refresh the internet explorer port test it says the port is closed. So its as if utorrent is making the port be accepted.

Upnp is off in utorrent as is NAT-PMP port mapping and windows firewall exception but i have turned windows firewall off??

What is blocking my ports. Its ok on utorrent but not when utorrent is closed.

Router is Netgear DG834N

the port will only show as "open" if there as a daemon associated with it that is reachable. when you close Utorrent you close the listening daemon on that prot and thus the port is closed. This is a normal function of TCP/UDP services.
