Possible hardware problem affecting Framerate in games.

Hey, basically about a month or so ago I started to suddenely get stupid framerate drops in all of my games, on and off Steam. In COD4 it would drop from like 200+ to below 50, and in TF2 it was permanently around 20. I mean this was completely out of the blue, playing fine for around a month after I got the PC, then one day I start to get these drops.

I formatted the computer recently, reinstalled all the correct drivers, all the Windows updates, reinstalled the games, and the issue is still there. Before the format I thought it could have been software issue, but seeing as I completely formatted and reinstalled the OS I'm not sure if that could still be the case.

I've tried using several programs that monitor the temperature of the GPU, and everything seems to be okay, when I'm playing CoD4, its around 50-60 degrees at most points.

I'm aware that this is something that is really common amongst PC gamers, but I'm tearing my hair out over it because I can't seem to pinpoint what the problem is, considering my poor knowledge of computers.

The specs are...
Dell XPS 710, 3GB of RAM, Intel Duo Core 2.3Ghz, Nvidia Gforce 285, and XP Professional SP3. I basically got this PC second hand from my Dad because it had not been in use, also it had got a PSU replacement not long before I got it.

Some input would be great, would love to fix this before Black Ops comes out :(

Thanks, I'm not sure what PSU it is, I'll have to try and find out, but yeah, I am using the same release, which is the latest ones from the Nvidia site.
 
Well so far, using older drivers hasn't worked. I've tried 3 different older version and still no luck. According to my Dad the PSU that was put in was a "Dell 750"...
 
I've had a fan on full power blowing right into the open side of the computer almost all day today whilst in game, and the issue still remains. Theres almost no dust at all on the fans aswell.
