Possible headlamp issues

Riding home tonight I noticed the headlamp was a bit brighter than usual, then I got flashed by an oncoming vehicle. Wasn't far from home so decided to just wait until I could get back and give it a proper investigation.
Possible issue seems to be that the small bulb in the middle of the two main bulbs is lit as well, now this could have always been the case, as the hi-beam still works as should, i.e. they get considerably brighter when turned on.
Is there an issue or am I just being daft and haven't noticed it before? - really need to get a haynes for this bike

thats totally normal. the lights are supposed to do that.

Check the battery voltage with the engine running. If the regulator has failed it could be overcharging which would explain the brighter than normal headlamps. It will kill your battery if this is the case.
