Possible issues with RTX 3070 TI and i9 10900k?

Hello!

I have recently upgraded my PC and it seems to be running smoothly every GPU driven game (140 FPS + in ultra settings -> as for example : FINAL FANTASY XIV) but all of the CPU driven games seem to be having really low FPS -> under 200 (my old rig which has a i7 8700 retail and a ASUS ROG STRIX 2060 OC seems to be getting more fps in VALORANT, CSGO and BACK4BLOOD).

Has any of you encountered the same issue?

My current build is : Z590 ASUS ROG STRIX - E; i9 10900k; EVGA RTX 3070 TI FTW3 ULTRA; CORSAIR VENGEANCE DDR4 3600mhz 64GB; CORSAIR H150I CAPELLIX ELLITE COOLER; 1x500GB SAMSUNG EVO 970 m2 SSD; 1x1TB SAMSUNG EVO 970 m2 SSD; CORSAIR RMx 1000 80 GOLD PSU; CORSAIR 4000D case.

Also, the benchmarks I've run on 3d mark seem to be showing me that the CPU is not working on full capacity (I have checked everything in armory crate and it seems to be working fine).

Assuming everything is set correctly, you are likely seeing two hardware issues. Intel pushed its ring bus to the extreme with the 10 series chips. After 6 cores the ring bus has some trade offs. At 10 cores it’s pretty bad in some workloads. This problem is likely compounded by the large overhead Nvidia Ampere architecture places on the CPU, and it’s inability to scale across the CPU cores well.
 
Having a look on YouTube with people using a similar setup you should be looking at around 450+ fps in CSGO so maybe install MSI afterburner OSD and check everything is running correctly.
 
I have used 3d mark multiple times and it clearly shows a issue with the CPU. So the problem is with the CPU or with the MOBO (the pc service has done some tests with other GPUs as well and it seems to be presenting the same issue). I have also seen a few posts with a compatibility issue between i9 series and 3070???

What scores are you getting in cinebench R20 + cpuz?

Is the CPU boosting properly? Temps ok etc?

Which monitor are you using? Is Vsync disabled in the NV control panel?

You should be looking at fps slightly higher than this assuming everything is working properly.

Is there a motherboard setting which is setting a tdp/power limit on the chip? On my b560m mortar I can run it at 65w tdp, or have no limit, so my chip hits full boost etc.

I don't know what motherboard they used but apparently they have tested it with a 3060 ti and a 2070 super

Do you think it might be a compatibility issue with a z590 mobo and maybe it's just worth changing it to a z490??? (it would be the cheapest option; otherwise I would have to choose between changing the CPU to a i7 11700k or to change my mobo to a x570 and buy a ryzen CPU such as ryzen 9 5900x).
 
I have only invested in a z590 motherboard because it was a really small price difference between a z490 and a z590 and it wasn't justified then to buy a z490; although some of them are a lot cheaper now.
