Possible Phone Scam

just had someone, or possibly a machine call my mobile, and kept saying hello and then hung up. now the thing is, thier number showed up on my phone so i rang back, first thing i heard was the ringing tone and it was totally garbled up. i hung up at that point since i knew something fishy was going on, and its possible the other end has an auto pickup method and is probably got a recorded ringing tone charging me a bomb.
here is the number that called me, hopefully if someone else gets this call or knows who the number relates to can find out if its a scammer.

Yup, 070 numbers are numbers that can be diverted to anywhere (a "follow-me" number), and can charge the person that calls it massively over the standard rates.

It appears to be a UK mobile number - but it isn't!

thanks for the reply, just the info i needed to know, ill make a note of it now not to ring back 070 numbers. i wonder how it got my number in the first place? good thing i rang it back with 141 in front of the number.
wonder if its doing a random number generator and dialer and it got my number? interesting.
