Low light performance will be much the same, to improve that noticeably you either have to move to FF or switch camera systems to Sony/Nikon/Pentax. Faster lenses or a flash might be more beneficial.
The 600d is modern Entry level camera, you gain a nice modern high res LCD with live view and the Ability to record video, but you loose in terms of speed and viewfinder. Actual sensor performance is almost the same but you are getting lower resolution images with the 30D. Depending on what you shoot the 600D may be quite a lot nicer (landscape work) or quite disappointing (sports, low light work)
If you truly want a smaller camera have a look at the different mirror-less options. For example the new m43 cameras will give much the same image quality as the 600D but in a much smaller body and lens system. Some people like the Fuji X series cameras and this will likely boost your low light performance, but you will have limited lenses and any longer lenses will still be the same size as for the canons.
