Possible to lock games at a certain frame rate?

Are there any little utilities out there that can lock games at a certain FPS... maybe more specifically, Crysis at 30 so that I can use my Xbox controller on it.

KNiVES also answered your question - it's quite difficult to play games with a controller when the frame rate is dropping and rising all the time.

As for why I'd like to play using a pad... Well just for ***** and giggles really
