Gigabyte K8N51GMF nForce 6100 Micro ATX (Socket 754) PCI-Express Motherboard (MB-054-GI) £46.94
AMD Sempron 64 3000+ 1.8GHz (Socket 754) CPU - Retail (CP-137-AM) £62.22

Samsung SH-C522C CD-ROM (White) - OEM (CD-071-SA) £9.99
OcUK Value Rainbow Series Case Silver With 350W PSU (CA-000-RB) £23.44

Total = £194.82 including VAT.

The mobo has onboard graphics & sound which is enough for all general use & even has a PCIE slot if you want to upgrade graphics later.
A single stick of 256MB ram is plenty for general use, but again if you want to you can just add a second stick later.
Processor is good & HDD is big enough for its intended use.
Case & PSU should be fine also.
Only included a CDROM in above but you could add a DVD burner as below ...

Gigabyte K8N51GMF nForce 6100 Micro ATX (Socket 754) PCI-Express Motherboard (MB-054-GI) £46.94
AMD Sempron 64 3000+ 1.8GHz (Socket 754) CPU - Retail (CP-137-AM) £62.22
Maxtor DiamondMax Plus 10 NCQ 80GB 6V080E0 SATA-II 8MB Cache - OEM (HD-095-MD) £37.54
OcUK Value 256MB PC3200 184pin DDR Memory (MY-003-OK) £14.69
OcUK Value Rainbow Series Case Silver With 350W PSU (CA-000-RB) £23.44
Philips SPD2400GM 16x16 DVD±RW Dual Layer ReWriter (Beige) - OEM (CD-007-PH) at £25.79

This would change final price to £210.62 including VAT.

Ok, i've refined my spec:

AMD Sempron 64 2800+ 1.6GHz (Socket 754) CPU - Retail (CP-138-AM)
£53.99
Gigabyte K8N51GMF nForce 6100 Micro ATX (Socket 754) PCI-Express Motherboard (MB-054-GI)
£46.94
OcUK Value 512MB PC3200 184pin DDR Memory (MY-002-OK)
£23.44
Sony DDU-1615 DVD-ROM (Black) - OEM (CD-020-SO)
£12.87
Western Digital Caviar Special Edition 80GB 800JD SATA 8MB Cache - OEM (HD-023-WD)
£37.54
Asus TA-210 Series Midi Tower (Black) - 360W PSU (CA-004-AS)
£41.07

Total inc VAT £215.85

Now you get a black drive with a black case, the next sempron up instead of the 2600 :)

i've just built a very similar machine for the wife.
same motherboard, hdd and cpu. same amount of memory.
the other bits i already had, but this spec will be more than adequate for your needs by the sounds of it.

having played with it a bit i suspect that it might even hold it's own as a mid range games machine with the addition of a decent graphics card and a bit of overclocking on the cpu (and allegedly, these processors will stand a bit of clocking ;)).

I would not get the above case as the 5.25" bays seem to require special optical drives as the front of each is blocked off apart from a tiny gap that is too small for the drive draw to fit through - even if it did the problem that the eject button, play / other buttons and volume/mic. socket can not be gotten too is still apparent.

I ordered one of them and soon sent it back due to this.
