Possible to tell if you have been capped (Sky BB)

I'm with Sky broadband and my usual download speed is approx 350 kbps.

Today however its running at about 35kbps.

Is there a way to tell if my connection has been capped.

Its never happened before and I reckon I've either been capped or there is work happening at the Cardiff Empire exchange.

Depends on whether or not it's the Sky LLU package.

If it *is* LLU, I doubt you'll have been capped.

If it's IPStream and you've downloaded more than 10MB in the past year, you've probably been capped/throttled/etc.
 
It appears to be ok now.

Reset the router and then ran a speedcheck and it was still d/l at approx 35kbps.

Restarted router and windows and it all appears to be ok now back to the normal speed.

Not sure what would cause that but it seems ok now.

Same thing has happened again now.

Usually connects at about 320kbps but connected this time at 24kbps.
This is the exact same value as when it happened previously.

I would put money on it I have been capped, even though I'm on Sky's unlimited package.

The last time it happened was after after I had downloaded a lot of Hi Def tv rips @approx 1.3gig each and the same again this time.

Nothing has been changed at my end, so its possibly capped or something is being done with my line at the exchange.

Even though I'm on the expensive package I think I must be on IPstream as my line wont sync at a high enough speed for the ADSL2 product.

Anybody else experienced anything like this happening?

Bt are dodgy i know for a fact that I can connect at 8mb because I did a few times but they have me capped at 5mb lately and that changes to 6 and 4mb sometimes.
I think a lot of the isps have questionable practises with peoples connections.
