Possible to transfer steam games?

Well as the title says is it possible to transfer all of the steam games on one account to a new account (providing steam are provided with details (not password of course)), if the answer is no then has anyone renewed their serial keys for the orange box etc and if so how long did it take?

I'm fairly sure people have combined multiple steam accounts.. you'll need to raise a support ticket with them.
