I wouldn't upgrade at the moment to be honest. What is your full setup and what games/applications do you use?
If you want to go DX11 then you should get a 5850/6870 if on low budget or a 6970 if you've got a little bit of dosh lying around.
As for the 6990's I'd definetly wait until next year when they're as cheap as chips.
