Ok so it isnt homeworld exactly but the art looks pretty good and has a definate hw vibe to it as Rob the head of the company was afaik the lead art dept head for relic when making homeworld.
I am hopeful that the game will be visually like homeworld and of a rts nature like hw. True tho that it looks like it will require facebook account but i have heard from someone (uberjumper) from relic forums which is involved in the dev of the game will just be a sort of login system for the game as it will have a client of some sort.
There is a closed testing sessions and invites are pretty tight to get into. So could be awhile till the public can get in to try it.
As of now it cant be homeworld 3 as relic/thq have the rights to the IP but since the devs at blackbird are homeworld past devs and some "cough ea cough" devs as well in the mix im sure it can be a game that would probably be like homeworld in spirit and visually at the least due to Rob on the dev team. So personally i cant wait to see how it turns out and it beats waiting for a actual hw3 which may never come. So this could be the closest thing to hw that is coming out.
