Poste restante/To be called for, anyone know about this service?

Its on the royal mail website and on stuff like wiki, basicly you just put one of these at the top of the mail, and send it to a post office, and that person can come and collect it, usually from people abroad, I tried this once to a 'royal mail' branch, someone sent me something, but when i went, they had never heard of the service, is it only 'post office' branchs?
