Potential fraud - Unconfirmed Paypal question

How long does Paypal normally take to sanction a chargeback regards credit card fraud? The buyer lives in Ireland, and is an unconfirmed buyer, but he has provided me with his full address and land line number.

Chargebacks usually take 20-30 days. If it's blatent fraud (i.e. using a stolen PayPal) then it's usually instant.

Oh right that's quite a long time So what if the buyer was using a stolen credit card? Same again?
