I am looking at my options for maybe getting a GPU upgrade, my current GPU, the R9 290 is always hot and loud and I am currently choosing between watercooling or a straight up new GPU.
I will have a budget of like £400 ISH.
Can yous recommend me a GPU that will be a good upgrade, but is also quiet??

It looks like you're gaming at 1090p if the monitor in your sig is correct. I would suggest a 970, like one of these below:

My basket at Overclockers UK:

Total: £961.07
(includes shipping: £11.10)

The Asus is offering £20 cash back so could be a good deal but I personally don't rate their RMA process - painful and slow.

Gigabyte is UK Based RMA which is always a bonus.

If you wanted more grunt than the 970, the 980 is a good choice but if you have any desire to upgrade to 1440p, you'd be looking at a 980Ti

Watercooling will be the cheapest option, but if you want more fps as well, then maybe consider the Fury? Exactly how quiet the Sapphire card is I don't know, but I should think it would be fine for all but the most sensitive to noise. Alternatively as mentioned above, there is the GTX980 (the windforce cooler is one I can vouch for having had very good experiences with the GTX480 & 570).

My monitor is just about half way between 1080p and 1440p pixel wise.
I was looking at a 970, but the increase wouldnt be that large I dont think? A 980 or a 980ti would probably of been what I was looking for if im honest.

Sorry, I forgot to mention, I am upgrading to a 5820k, Gigabyte Mobo and 16gb ram and a Phanteks Enthoo Luxe case for better airflow...

GPU upgrade was just something I was looking at, and it was either that or watercooling it..

A good upgrade to a 290 for only £400 is not really easy need to add another £100 to get a meaningful upgrade.

If you sell the 290 and add the proceeds to the £400 you mentioned - enough for a 980Ti ?
Or
If crossfire does not put you off - a second 290 + watercooling might well be in budget.
