So I'm in the market for a 3080 (pretty much the same as anyone on the internet) I'm currently running a 3600x (no OC) and want to chuck an upgrade from my 1080 to a 3080. My current PSU is only 650W. Would I struggle for power draw or would 650w be sufficient enough?

The PSU is a CORSAIR 650W VS SERIES incase anyone is interested.

A 750W is usually the minimum recommendation for a 3080 that’s not to say you’ll have problems with a 650W you’ll have to try it and see, someone running a 3080 with a 700W here so you may just get away with it.

If it was a decent PSU I would say give it a try but Corsairs VS series are pretty poor, low quality units built by HEC (80+ bronze with 624w 12v rail) unless it's one of the older 80+ white then it's built by CWT on one of their older platforms so you actually only have 600w on the 12v rail. A lot of bargain basement PSU's are built by HEC and as a OEM i don't rate them at all. I would be looking at a decent 750w gold rated PSU such as the Phanteks AMP 750w which is on offer right now. It's basically a Seasonic Focus Plus with a Phanteks label and has a single 12v rail of 744w and a 10 year warranty.

Simple:
If you can afford actual real life price of 3080, you can certainly afford proper quality PSU.
Despite of hyped brand that VS serie is cheap low end PSU.

You can’t always judge how good a PSU is by it’s cost. Just because something is more expensive doesn’t always automatically make it miles better. I stand by my comment to try it and see.
