Potentially broken graphics card

First of all; new here, apologies if this is in the wrong section. I've been using my Radeon RX 580 Series for about a month now and it has been working great then suddenly I am now getting odd textures flickering constantly when I'm in game, the only thing I can see that has changed recently was the radeon software update to 18.6.1. I tried uninstalling the driver and downloading 18.5.1 but the problem persists, any ideas what could be causing the issue or has the graphics card somehow broke?

Radeon Software Version - 18.6.1
Radeon Software Edition - Adrenalin
Graphics Chipset - Radeon RX 580 Series
Memory Size - 8192 MB
Memory Type - GDDR5
Core Clock - 1380 MHz
Windows Version - Windows 10 (64 bit)
System Memory - 24 GB
CPU Type - Intel(R) Core(TM) i7-5820K CPU @ 3.30GHz

Do you have any overclocks on the gpu? If you have remove them and see if the issues are still there.

I would also suggest using DDU to uninstall the current drivers and then either try the latest drivers again or try the previous ones if you are still having issues.

Whats the rest of the pc specs like psu, motherboard, cpu and ram etc

I don't have any overclocks, I tried using DDU to uninstall my current drivers and reinstalled the previous ones but the problem persists.
I have an Alienware Area-51 R2 with an alienware motherboard however model unknown,
Intel® Core™ i7-5820K Processor (6-core, 15MB Cache, Over up to 3.8 GHz w/ Intel® Tur Boost)
Alienware™ 850 Watt Multi-GPU Approved Power Supply
8GB Dual Channel DDR4 2133MHz (4GBx2)
Crucial 16GB Kit (2 x 8GB) DDR4-2400 UDIMM

I noticed when I have the drivers installed the fans on my graphics card aren't always spinning, although they do start when I load a game, not sure how relevant this information is though.

Certainly looks like the GPU is artifacting to me.

I'd do a full driver uninstall, then run DDU, and but a clean fresh set of drivers on. If it's still doing it then its RMA time.

It only happens when the drivers are installed; after uninstalling the drivers I tried loading the game and ofcourse the FPS was very low however there were no visual issues like in the video above. Any suggestions on how to fix it or does the GPU need replacing (I've only had it for just under a month!)

Without drivers it's probably sat at base/2d clocks. If you install the drivers, then underclock the GPU core and see if it still does it, if it goes away you know your GPU isn't stable at it's rated speed and you want it replacing.
